Pipes Not Working for Various Recipients

I’ve got a list of mail types that need to branch out separately to different emails. I’ve looked at the page regarding how to use the pipes but for some reason, the emails are only going to the “to” address in the “mail” section. Below I’ve copied and pasted the entire div with the dummy test emails.

Here’s the HTML code entered into the “Form” section:
