Pipes Not Working – Setup is Correct!

Mail to is “[choose-recipient] <[email protected]>”
Without adding “<[email protected]>” causes error (Failed to send your message. Please try later or contact the administrator by another method.)
My form code is
[select choose-recipient include_blank “one|[email protected]” “two|[email protected]”]What am i missing hear?
I Get a email to <[email protected]>, BUT not to one of the selected emails “one” or “two”
