Please add filter or option to load JS/CSS on all/specific pages/posts

Hi there!

I would like to use this in a conditional HTML field of a form (other use case could be a HTML widget). In those cases the JS/CSS will not be loaded, because of the is_shortcode_being_used function.

Could you please add a filter or option to load the JS/CSS on every or specific pages/posts? This would be great!
