Please advise how to change homepage title tag

I am a first time user of the plugin and am attempting to add a title tag to the homepage of the arcade basic theme. When I go to tools > pages, there is no homepage listed, only category pages and posts. Can I use the url tab to do this? If someone can kindly advise me of the best procedure for doing this I would greatly appreciate it.
