Please fix File Change Detection to be less brain-dead

Why does the file change detection module send the same notice over and over and over again? I updated a few plug-ins on Friday and came back to the office this morning to find my inbox flooded with a 100+ identical messages from “Better Security.” One should suffice. For that matter, why not detect when a plugin is being updated and rescan it then? Simple History is able to detect when plugins are modified, seems like a reasonable thing for this to be able to do too.
