There are several multilingual plugins for WordPress and WooCommerce.

This is the main plugin and the one you need will be the Woocommerce-Multilingual add-on of the plugin.
I’m sure that this will work for you. If it doesn’t work let me know and also you can ask the plugin support as well.

I know what WPML is.
Well actually my site has one RTL language and it’s based on woocommerce.
I have bought the plugin : Woocommerce Pretty Emails
The preview of email which this plugin sends doesn’t have any RTL bugs, but when the email receives to the customer has Direction bug.

I believe that the default wordpress email direction overrides the style of the plugin.
I need to globally make this Direction to RTL.
But I don’t know where can I find that!

WooCommerce comes with full multilingual properties for all languages. This cannot be the issue of WooCommerce.
Since you are using WooCommerce Pretty Emails, it must be the issue of this plugin.
I would like you to ask this plugin support about why is it showing in preview and not in the mail.
With respect to the name of the plugin you’ve provided, I found one from codecanyon and it seems that the plugin had issues on RTL before. I guess this could still be the problem in the plugin.

And even after the support if you won’t get any solution let us know about it. We will figure out going deeper into the problems.
