Please help, how to do something like this?

I’ve setup the CoD to be available only for orders above 20$.
The problem is, I still want the CoD option to appear on payments section for orders under 20$, but it should just be unpickable until the customers reach the 20$ goal. I mean, I want people that want to pay with CoD to know we offer CoD, but they should know it’s only for orders above 20$. How can i do that?
