Please help, I’m a newbie and am not sure where to start

I have installed WP2.8 and have never used WP prior to this. I need to set up my website with a blog as the main body on almost all pages, but some pages need to be more content-driven, with no blog posts.

I have already designed the basic site template in Photoshop and have created most of the CSS, but I am completely lost when it comes to making the site a WP template.

Am I even going in the right direction? Not only am I new to WP but also to CSS, so if you want to talk to me like I’m a child, that’s fine. I just need any help getting started, or even point me in the right direction. I’m just having a tough time finding any tutorials that can break it down so that I can follow it.
