    for our site we have a flat rate $3.99 shipping for all US orders and flat rate $15.99 for international orders. set up into 2 zones, 1 and 3

    we just received an order to go to: pikesville, MD 21208 but she was charged $15.99 shipping which is our ZONE 3 charge for “non-usa orders”

    it seems that paypal determined the address to be “unconfirmed”.
    would that explain why she was not charged our USA flat rate of $3.99?

    can u possibly assist with how or why this might have happened?

    we would truly appreciate the help.

    What do you have set for your default Zone in eShop -> Shipping?

    AHHH! it was set to 3!
    that explains it… i switched it to 1 and if we receive an unconfirmed address we will follow up before proceeding with the order.

    do i need to set “defualt country” to “united states” if most of our orders are US?
    will that overide to “non united states” if an international order is placed?

    Yes. It will make life a little easier for most of your customers.

    No. eShop will still use the countries you have listed in Zone 3. All it will do is place “United States” at the top of the country list dropdown on the checkout form.

    If someone doesn’t pick one of the countries in the dropdown and uses the “Other” country field at the checkout, eShop will apply your default zone automatically. Normally we recommend that this is set to your most expensive shipping zone (Zone 3, in your case) to ensure that you aren’t left out of pocket by mis-applied shipping costs but whatever suits your needs in terms of a default zone will work.
