    First, make sure the plugin is up to date
    Second, have a look around the forums for a similar topic as your problem may already be solved
    Third, to test what’s wrong, disable all your other plugins and switch to the default WordPress theme. If the problem does not go away, open a support topic, if not, figure out which plugin is the cause of the problem and open a thread mentioning both plugins

    I am using version 3.6
    Easy Sign Up version 3.1.3

    When I go to the Easy Sign Up Options page but there is nothing but a blank page. If I turn the position: relative off on the .postbox with my developer tools the page showes up. I thinks I am seeing the whole page, but not sure.

    The other thing is I am not receiving any emails. I redirects to the right page, but emails never show up. I have checked my span folders. Could this be because I am working on a local install of wordpress?

    Please let me know what I can do to fix these problems

    Yes your email issue is due to you working on your local host.
    As to the options page issue:
