  • Because of WP’s hooks, the Topic Selection fields only exist from the public side of creating a site, not the admin side. (I have a ticket in now to try to get them synced up.)

    You can either create a site, then go to its dashboard Settings->Blog Topic to set the topic, or you can use the public-facing signup form.
