Plugin broken, calls undefined function

When I change the setting whether users need to be logged in to report comments, the whole WP installation breaks with error message:
Fatal error: Call to undefined function is_user_logged_in() in /home/scase/public_html/wordpress/wp-content/plugins/reportcomments/reportcomments.php on line 49
