This is correct, if editing is disabled on your site, then the menu option under Tools won’t be shown.

Or rather, that’s how it used to be, version 2.4.0 just went live which takes that concern and makes the search feature available, and instead limits the editing functionality separately.

You should now be able to find your strings like the best of’em!
