[Plugin: Cardoza 3D Tag Cloud] Add configuration options for rotation speed

    At present the only option to set this is throught changing the code in javascript. Do it for now and I will keep this amends in my list to be developed in future.

    How do you decrease the speed? Because I felt if I went up to 0.08 it went faster, but 0.03 was already fast enough. If I want it slower, like about three times slower should I make it 0.001?
