I setup both plugins and activated them without any problem with WP 3.6.

I haven’t done what you did to see if we on the same page. But, the problem to me is that I am using the PRO version of User Role Editor.

The page just goes blank, white screen, like it’s disabled the entire back-end. Front-end still works.

Please try this and let me know.

Yes, I repeated your issue with URE Pro and Debug Bar installed simultaneously. I will inform you as I find how to fix this problem.

I will include the fix into the next URE Pro version. Until that time you may resolve the problem yourself this way – replace
includes/pro/plugin-update-checker.php
file with updated version from this archive:
https://role-editor.com/downloads/plugin-update-checker.zip
