Plugin could not be activated…fatal error

    When attempting to install:
    Plugin could not be activated because it triggered a fatal error.

    Parse error: syntax error, unexpected T_STATIC, expecting T_STRING or T_VARIABLE or ‘$’ in[removed url]/wp-content/plugins/comment-attachment/comment-attachment.php on line 1066

    I commented out that section, then tried to activate. This produced:
    You must upgrade to Php 5.2
    My version is5.2.17

    Anyone got an idea how to fix this?
