plugin description not in translation pot

If we will add it — where it will be used?

wordpress/wp-admin/plugins.php

The page lists all installed plugins(either active or inactive) and their description. Some of them are localized.

Hmm… Can you show some example of such plugin — we can do in same way.

It is included in wp admin. So is it a built-in plugin?
