Plugin Does Not Work–Period

I always get this notice on my dashboard and I have it there now:
In order to configure and activate the plugin, it first must download a list of available languages from GTS. We encountered an error while trying to fetch this information (technical reason : problem parsing response from https://translate.gts-translation.com:80/api/getAvailableLanguages).

I have contacted the plugin developer, but there has been no reply. Granted, it has been a holiday a couple days ago, but I would like a response from anyone who has been able to make this plugin work. I want this plugin to work. I cannot configure it at all.
