I changed WordPress language (as defined in wp-config) to english. This doesn’t change anything for me.

Does “not happen on me” mean the ? shows correct for you in the table on https://www.oransje.com/utvikling/ngnf/?page_id=12

Managed to fix it by adding [attr class=””] in front of the ?.

Yes, ? and other Norwegian character displayed correctly.
Tested on various PHP version 5.2.x to 5.3.x and WordPress 3.4.1.
I’m not sure why in your site those character stripped out. However I’ll try to solve this.

    Thanks you!

I’m having the same problem with displaying non-latin characters. Cyrillic characters in each cell are displayed correctly only if preceded by a standard latin character. Adding [attr class=””] in front of each cell as tomboersma suggested works, however it’s not practical for a large table.

    Would greatly appreciate any help!

Yes, I have the same problem (utf8_czech_ci)
