[Plugin: Edit Flow] Notifications load all users in DB

On a site I’m working on, we have an archive of 10 years of content. Which means an archive of 10 years of authors who appear at the bottom for Notifications. I was hoping there was a filter I could use to limit this, paginate it, add some logic (only users who’ve signed-in in the last year? etc.). Otherwise the markup volume really strangles the page load.
