Plugin for Link Submissions

There may not be one, but I thought I would ask. I’m looking for a link submission management program similar to what Rotten Tomatoes uses where people can submit links to specific articles along with a rating (if desired) and an excerpt. It would have to be able to handle multiple users. Any thoughts? Or is there some other kind of stand alone program that could work alongside WordPress on the site to handle such a function?
