No it’s not a bug, name can’t be changed. When you create custom post type, name you give to it is used to save posts into the database. If you rename it, posts will not be visible.

Pro version of the plugin has much more advanced post type editor, and one of the things it can do is to check if the name is used in the database already. If it was not used to create posts, it will allow you to change it.

For Lite right now, if you have just created it and made a mistake, you must delete old one, but if you made posts already, you must change the database also.
