[Plugin: Highlighter] charset="UTF-8" is not working

All highlights does not display some (foreign) characters, instead of them we see “???” in all highlights.
It could be, that highlights database is created in wrong charset.
I think, it should be charset=”UTF-8″ to support all world characters.
