plugin installed, not showing up in WP dashboard

Contact Form 7 has suddenly stopped working on a site of mine.
The shortcode appears on the Contact page, so I thought maybe the plugin was accidentally deleted. When I went to reinstall, I received an error saying there was already an instance of CF7 present.There is no option for Contact or CF7 anywhere in the dashboard.
Not really sure what’s going on here, any ideas how to repair?
