plugin is not working

    installed 2 plugins to try them out and none of them work. What is ee if i am logged in as an admin than it translates the page.If i am not logged in as an admin its not translating the page.Is it a way to make it work? I tried in various browsers computers and tablets and the plugin unless i am logged inn as an admin wont work.
