The plugin works fine in Firefox, but does not work in Internet Explorer and Internet Explorer (64-bit).

    Internet Explorer status:
The arrow and title are shown, but when clicking the link to expand nothing happens. Then on reload all content is exposed (not collapsing).

    Internet Explorer (64-bit) status:
All content in the [expand] shortcode is displayed on the page, but is not collapsed – fully viewable. (e.g. Dropdown arrow shows along with the title and content below exposed)

Sorry, I have no link to give you since I removed the plugin because it didn’t work. If you get it straightened out please let me know.

Stats on the site it was broken in IE on:
    Fresh install of WordPress 3.4.1
Theme: Genesis Framework with Optimal child theme
Plugins Active: Genesis Title Toggle, Genesis Toolbar Extras and WP Smush.it.

FYI: When jquery-collapse-o-matic was active the dashboard was painfully slow as well, opening the plugin or themes page could take 5-10 minutes to finish loading.

I also deactivating all other plugins and tried using the default TwentyEleven theme and gave me the same result, collapse not working.
