plugin js files being called on the homepage

I am wondering how I can make it so the plugin js files don’t get called on pages where the comment form is not located. Google page speed is complaining that the scripts are slowing down the page a little bit, why include them on a page where I don’t need them.
In general, why are they included on the homepage when there is no comment form? Furthermore, how can I remedy this situation?
