Plugin Manager; Group of Groups – sets & unified classfication system of plugins

1a) There could be a Function to make a Group (or “Set”) of Groups.
This would allow the bulk handling of groups that handle tasks, to be bundled in to sets for broader or more specific purposes.
Groups can belong to more than one set.
1b) Maybe permission for access to groups or sets can be based on the User authority.
e.g. sets for beginner, intermediate, advanced
e.g. sets for site performance, article creation, media management, shop management, news, etc

2) A convention for plugins could be started, whereby their are suggested topics for sets and groups (beginning with the classification system on the WP site), so that when a plugin is installed, the user can choose if it will also be automatically assigned to some default groups (that the previous users have commonly assigned them to).
