[Plugin: MATRIX 3D] Forbidden You don't have permission to access

Hello i am trying to setup the 3d carousel photos and i keep getting the following (( Forbidden You don’t have permission to access wp-admin/options-general.php )) now i have access to the options-general or i would not be able to use the settings>general on the admin panel and on the off chance that the permissions where messed up on the server i chmodded options-general.php to 777 to see if that would work and it did not help at all. any help you can give me on this would be a BIG help.
