"Plugin" menu in admin will not toggle

  • In my admin area the “Plugin” menu does not show the small arrow to the right and does not toggle at all.

    I looked at the source code and the other options are suppressed.

    I have no plugins running on this install.

    Anyone have ideas where I can look to solve this?
