[Plugin: Networks for WordPress] Themes not available to network sites

Fresh installation of WordPress 3.41, configured to multisite, sub folders. Networks for WordPress added. New network created. 3 sites added to this network. I installed a theme on the new network and network activated it but the theme is not showing as available to any of the sites on this network.
