plugin not activating on large mutlisite

We have a multisite with 340 sites, I had to network deactivate WordPress SEO to test something else, now I can’t network activate WordPress SEO, it times out. I can’t increase max execution time any more than it is because of global limits set by the host. Anyone know what WordPress SEO does when re-activating in a multisite? Is it crawling all of the blog tables in the database? Anyone encountered this before? Or have a solution ??
I think the host will need to help me out, but I need to know what the plugin is trying to do during re-activation, so I can give them as much info as possible.
