Plugin not disabled globally

Looks like this could be very useful. However I have followed the instructions:

Disabled one plugin globally (Wonderslider) and when saving got a notice that the save was successful and I see the plugin is red, not gree – so all looks good.

But two issues:

That plugin is still working on all pages.

When I go to edit a page I cannot see anywhere that I would enable it (even it was disabled)
