Plugin Not Working

Hi, I posted previously before about the plugin not displaying on the preview, but it just looks as if it doesn’t work at all, for this particular theme. When comparing to two different sites I work with, I noticed that there is a particular about of code missing for some reason. Any help with this would be appreciated.

Both sites are hosted on the same server, but just have different themes.
