plugin not working

Hi all,
Question about this plugin. I’m unable to get it to work on the 3.0.3 version, but the 2.2.0 version does work. I’ve also made sure I have a cache folder under /wp-content. I’m new to WordPress, but I’m pretty sure I’m using the wp_head() and wp_footer() functions in my header.php and footer.php theme files.
If I view the homepage source, I see the following lines, so it seems to be loading.

PHP = 5.4.30
WordPress = 3.9.1

Can anyone advise? Any help/advice would be appreciated.
