User Role Editor plugin conflicts with Classic Editor plugin

    Hello team,

    I successfully removed the publish_post capability from the Editor role, and it functions well with the default Gutenberg builder. However, when utilizing the classic editor, it deviates from the expected behavior.

    We have two scenarios:

    1. When an Editor role user creates a new post and clicks on publish, it should transition to pending review status. (This works for both editors.)
    2. After Admin approval, if the Editor user modifies the post, it should still go to pending review status. (This works for Gutenberg but not as expected for the Classic editor.)

    Seeking assistance to address this issue.
