Case: editing ‘hosts’-file on my PC

Hi.
Now i start to learn wordpress and create WP sites. But have sites done with other cms (Google sites)
Have a domain ex. https://www.мой-сайт.рф
And buy a hosting – they say – i may create site if i edit file hosts on MY PC Windows 10 – in order to – i must see new site at WP and develop and all other users at that time saw old site.
and in that case seems plugin not works correct –
when i activate

it sent me to user url that doesnt exist:

Seems it some kind of bug
