[Plugin: Picasa Album Uploader] Sorry, no images were received from Picasa php.ini file

I am trying to get this to work but keep getting “Sorry, no images were received from Picasa.” While looking at the debug log I noticed

I put a php.ini file in the wp-content/plugins/picasa-album-uploader folder that set the the allow_url_fopen to on. What am I missing?
