Plugin/plugin set needed

Hi,

I am looking for a plugin or combination of plugins that do/does (or can be adapted to do) the following:

1. Allow front-end users to submit posts.
2. Posts are NOT published by default.
3. Generates a widget with a “moderation queue” where posts go into a queue to be moderated.
4. When the post gets 10 or more votes, it gets published and featured on home page.
5. Must be a custom post type with custom fields and taxonomies.
6. Rating component can also work instead of moderation queue. As long is it can gain an amount of votes before it is published.
7. Premium plugins acceptable – willing to pay for a plugin that can do what I need.
8. Front-end users must be able to access this moderation queue.
9. Flags profanity and spam for admin. If flagged, does not go into moderation queue.
10. Assign user roles (with great roles comes great responsibility… Yes, I said it… :P)

The premise is this:

1. Site allows public submissions (filters out spam and other unwanted posts).
2. If content is not blocked by filter, it goes into the queue.
3. The community votes on a post, and if garnered enough votes, it gets published.

The end goal is to have a site with themed content moderated by the community.
