[Plugin: Post Ratings] Correctly load theme template

Thanks for the awesome plugin. Very simple and easy to use. However:
In order to allow themes to properly load their own template, you need to check for
post-ratings-control.phpin theloadTemplate()function. It is currently passing the name without the extension, causinglocate_templateto always fail.
