[Plugin: Private Only] Feed Options? Where are they?

I’m not seeing the option to activate the private feeds. Am I to understand that this means the feed will be available even if the blog is not? Would it make more sense to add a parameter to the URL that allows access to private blog feeds (bypass=1)?
