[Plugin: Rating-Widget] Add configuration option to control rating only if logged in

First of all I wanted to thank you for proving this cool widget for free.

Now, do you think you could add the option to control rating so that only logged in users can vote?

I know you have documented a way to achieve this by implementing a simple code modification but, unfortunately, it didn’t work.
Besides, I think this is a very important feature that many other users will appreciate.
