[Plugin: Really Static] How Do You Disable the Really-Static Plugin?

In my downloaded WordPress site folder structure, there is a folder called:
C:\wamp\www\newwordpresssite\wp-content\plugins\really-static
The site when run on my local PC has the same functionality as the one on the web, but does not look like it. Even if I delete the really-static folder, it does not affect the look of the site on my local PC. So, is the Really-Static plugin being run? And regardless, how do you disable the Really-Static plugin?
