[Plugin: Role Scoper] Allow non-administrators to add users

Hi

Is there any way for non-administrators to add new users?

I’ve set up a user assigned to the contributor role so that they can’t edit bits I don’t want them to, but I’d like them to be able to add new users themselves.

Is this possible somehow please?
