[Plugin: Subscribe2] Unable to see signup widget in my sidebar area

I am stumped. I use this plugin with no problems on another site with the same basic theme and it works fine as widget in a sidebar and on a page.

On this site I can see the signup widget showing if I am logged in as admin..it says manage my whatevers…:-)

When I log out, the widget to sign up is gone from the sidebar as if it never existed there. When I go into widgets setting it shows up in admin backend just fine.

Update: I can see the widget in sidebar properly on every page EXCEPT THE HOMEPAGE. So, shows on the homepage if I am logged in. If I am not logged in, nothing shows on the homepage wideget sidebar area but DOES show properly on the rest of the site.
