[Plugin: teachPress] Basic Explanation of the command

Can someone please provide a simple explanation of the solution provided in the following url?

I have the TeachPress plug successfully loaded and functional. I can also use the shortcodes successfully. However, I have no idea of how to implement the command <!–LVS–>. Where (in what file) do I input that code in order to run it? I am totally unfamiliar with the syntax, and I cannot any clues from a codex or Google search.
