I don’t think you want to use the marquee tag, it’s a non standard tag and not sanctioned by the W3C: https://en.wikipedia.org/wiki/Marquee_element

There’s plenty of better options you could do with jQuery: https://www.google.com/search?sourceid=chrome&ie=UTF-8&q=jquery+news+ticker

Also, I wouldn’t edit widget-list-class.php directly because your changes are going to be overwritten the next time you update. Instead I would suggest you follow the tut I wrote on customizing widgets: https://tri.be/how-to-completely-customize-widgets/
