[Plugin: Twitter Tools] Posts SOMETIMES to Twitter, but never when it matters…

Every time I do a test post, it shows up on Twitter. Every time something naturally, organically posts from my site, it doesn’t. Is it because the posts are from users other than me? I just can’t figure it out.
