[Plugin: User Access Manager] Does not restrict access

I think you need to assign pages not accessible to a group called “admin” or similar and restrict access to that group. Basically an unassigned page is visible to everybody.

I’d like to know if it is possible to restrict a group to posting in only one post category and stop them from making more categories?

I’ve posted this problem in an earlier post Restriction to write access only for pages fails and got no response until now.

I suspect this is a bug in the plugin.

To stop users from creating new categories you have to remove the capability manage_categories from the role. You may use plugin User Role Editor for this.
