[Plugin: User Role Editor] User can only save drafts of published pages

    I am new to this plug-in, but wouldn’t you just NOT check the “Publish Page” and “Publish Post” boxes? I assume that “Edit Pages” includes creating one, thus creating a draft, and being unable to Publish keeps it in draft state.

    Yep, just tested a user with Edit Pages but NOT Publish Pages.
    I could create a page and in the place of the Publish button is Submit for Review.
